Dead Code Detector & META Data Analyzer

* Support Business Manager dashboard for tracking placed markers within code to see if it ever gets executed

* Build CLI commands that analyze code for used META data that can be stored as JSON that gets loaded by Business Manager to then check against existing META data to help identify old META data that might be OK to remove.
